Would This Work? Spl - Sfl Restructuring?

Putting "The Rangers" into Div 3 for this season coming.
At the end of the season go for the 16 team top flight proposed by St Mirren. Restructuring the leagues below as follows:
A national 2nd tier where they invite the other (10?) full-time clubs (including Rangers) to join it and then have two senior part-time regional leagues below that above a pyramid feeder system?
Vote No and forever lose the right to complain about a UK Govt that does not represent Scotland
Vote Yes in 2014 and get the government we want, every single time

What about change it to an 18 team top div with 12 below that (and yes I know this would mean an annoying split here) and the rest as you say?
And I mean that most sincerely folks.

2 leagues / 18 teams each.
Then regional football below that (highland and lowland leagues)

I like the idea but don't think a 16 team league would work. You'd either have only 30 league games or another one of those annoying splits.
What about change it to an 18 team top div with 12 below that (and yes I know this would mean an annoying split here) and the rest as you say?
St Mirren are proposing we go down the Belgian route which would see everyone play each other home and away and then split into three groups.

I wasn't trying to argue with Renfrewblue, merely clarifying what the proposal that appears to be on the table is.
I'm not overly keen on going to 16 teams and I think, in the short-term anyway, 18 would be too big.
Just my view though and was putting it out there to see what others think.
I don't think there can be any solution found that will suit everyone here so was just trying to see if people though a combination of all the various ideas that appear to be floating around would be a suitable compromise.
Scottish football can't afford to make the wrong decision here.

I did a wee league Restructuring on the back of a fag packet earlier
Season 2012-13 (starts Sep - June)
SPL 1
A 20 teams (play home and away) been based on last season structure so that the top 8 div teams go up and Dunfermline also say up. (This sort out the Dundee/Dunfermline problem)
3 team relegated automatically on there league positions.
A play-off between the next 2 teams (SPL1) and top 2 teams (SPL2) less the top team. The only team to stay in the SPL1 for the next season will be the winners of the play-offs.
League cup format changed to play home and away in the early rounds
SPL 2
22 team (play home and away).
Rangers in this league.
1 team to be promoted to SPL 1
Play-offs as mentioned above for promotion
No relegation this season out of SPL 2
Season 2013-14 (Starts Oct - Aug with break for World Cup)
SPL 1
18 teams (play home and away)
3 teams going down on there league positions.
A play-off between the next 2 teams (SPL1) and top 2 teams (SPL2) less the top team. The only team to stay in the SPL1 for the next season will be the winners of the play-offs.
SPL 2
24 team (play home and away).
1 team to be promoted to SPL 1
Play-offs as mentioned above for promotion
2 Team’s down (depending on ground grading of next level down)
Season 2014-15 (Starts Nov – Oct with Winter break in Jan)
SPL 1

Rangers supporters in div 3.
Run leagues as normal.
Then after this season, ALL Spl clubs (yes no relegation) and the top 4 in div one make up next years SPL 1.
Next 16 teams (6-10 Div 1, 1-10 Div 2, 1-2 Div 3) make up SPL2.
Although you then have a virtually worthless division 2, and 3rd Div clubs are left wondering what the hell will happen to them.
